About Debbie
Debbie Thompson is President and CEO of Always on Consultant, where she delivers strategic human resources expertise and tailored solutions to organizations ready to put their people first. She holds a Master's degree and the SPHR (Senior Professional in Human Resources) certification, and currently serves as the designated HR consultant for CIRMA (Counties of Illinois Risk Management Agency), supporting county governments across the state.
With more than 40 years of HR leadership experience, Debbie brings a depth of knowledge that few can match. She spent 17 years at Horace Mann Educators Corporation, serving in roles including Vice President, Senior Human Resources Business Partner, and Head of Talent Acquisition. As a key member of the HR leadership team, she partnered with senior executives to design and execute people-centered strategies that drove measurable business results and lasting organizational impact.
Before Horace Mann, Debbie built her foundation over 23 years at City Water, Light and Power and two years at AIG, advancing through a range of HR leadership roles that sharpened her ability to lead through complexity and change.
Debbie's commitment to service extends well beyond the workplace. She spent 18 years in elected public office as a Springfield Alderman and Sangamon County Board Member, and remains deeply rooted in the Springfield community today — active with Illinois Women in Leadership and a range of local business and women's organizations. It's a reflection of her belief that strong communities, like strong organizations, are built one relationship at a time.
